What is the Spending Cap Project?

It is a citizen initiative to change Manchester’s city charter.  Our goal is to prevent taxes and spending from rising faster than the cost of living.

What will the charter amendment do?

It will restrict spending increases to the rate of inflation or less – thereby helping to ensure that taxes and other fees – which are derived from spending – do not rise faster than our ability to pay them.

The exact wording of the amendment reads this way:

“The combined annual municipal and school district budget shall not rise faster than the rate of inflation.  The rate of inflation shall be defined as the Consumer Price Index (CPI) averaged over the previous three (3) calendar years.  This limitation may be overridden upon the affirmative vote of eleven (11) aldermen on roll call, by separate resolution.”
Why is it needed?

Since 1995, spending has risen 88%. Is City Hall really doing 88% more?

What about emergencies?

In the event of an emergency or other critical needs, the Board of Mayor and Aldermen may override the limit.  However, to do so requires a broader consensus that the extra spending is needed.  A "super-majority" – 3/4 of the aldermen must agree to override the limit.
How can I help?
  • Sign the petition.  We need approximately 5,000 signatures from Manchester voters to ensure that we get the amendment on the ballot.
  • Vote YES when the question appears on the ballot Nov. 8.
  • Join Concerned Taxpayers of Manchester. Your membership will help us keep you informed about important issues facing all Manchester taxpayers.  It will help support and grow Manchester’s only taxpayer advocacy organization. Concerned Taxpayers of Manchester meets on the third Monday of each month at 7 p.m. at McNeil's Banquet Facility.
  • Donate money to help us get the word out.
